The NPI Porsche Raffle (“Raffle”) is sponsored by the National Political Index (“NPI” or “Sponsor”), a tax-exempt non-profit, non-partisan, California Corporation which the IRS permits to operate as a public charity. Eligibility

Raffle is offered only electronically via the Internet to all natural persons who are 18 years old or older. Natural persons who reside outside of the U.S. and Canada, (excluding Quebec) are eligible to enter and win if they agree to pay the U.S. Luxury Tax (approximately US $3000). Canadian residents must correctly answer a mathematical problem if selected as the winner in order to claim the prize. Employees, officers, and directors of Sponsor; affiliates; advertising, promotion, cagers, and fulfillment agencies; and legal advisors, and their immediate family members and persons living in the same household, are not eligible to participate in the Raffle. Void where prohibited. All federal, state, and local laws and regulations apply.

Only Non-Profits Can Benefit From Net Raffle Proceeds

90% of all net Raffle proceeds benefit the National Political Index . NPI’s purpose is to provide political information to voters and educational information to netizen political activists. NPI may also use Raffle proceeds to support other non-profit, 501 (c) (3) tax-exempt organizations which the IRS permits to operate as 509 (a) (1) public charities.

Prize

One (1) 1999 Porsche Carrera for each 10,000 entrants (approximate retail value US$70,000). No alternative prize, cash equivalent, or other substitution is permitted except by Sponsor. In the event of prize unavailability, Sponsor will award US$70,000 cash. Sponsor will pay dealer preparation and delivery charges. All other federal, state, and or local taxes are the sole responsibility of the winner.

Selection of Winner

Winner will be determined by a random drawing from each 10,000 eligible entries. All decisions are final and binding. Odds of winning are 1 in 10,000. The winner will be notified by fax, e-mail, telephone, or regular mail. Sponsor is not responsible for and shall not be liable for late, lost, misdirected, or unsuccessful efforts to notify winner.

Winner

Winner may be required to sign and return a release of liability, declaration of eligibility, and, where lawful, a publicity agreement, in connection with accepting prize, all within 14 days of notification. By accepting and/or using prize, winner agrees to the use of his or her name, voice, or likeness for the purpose of advertizing , trade, or promotion without further compensation, unless prohibited by law. If a selected winner cannot be contacted, is ineligible, fails to claim a prize, or fails to timely return the completed and executed affidavit and releases as required, prize will be forfeited and an alternate winner will be selected.

Conditions

By entering, participants agree to be bound by these Rules & Regulations and the decisions of Sponsor, which shall be final. Sponsor, agents, and representatives of Sponsor; affiliates; advertising, promotion, cagers, and fulfillment agencies; and legal advisors, are not responsible for and shall not be liable for (i) late, lost, delayed, damaged, misdirected, incomplete, illegible, unintelligible, or postage-due entries; (ii) telephone, electronic, hardware or software program, network, Internet, or computer malfunctions, failures, or difficulties of any kind; (iii) failed, incomplete, garbled, or delayed computer transmissions, (iv) any condition caused by events beyond the control of the Sponsor that may cause the Raffle to be disrupted or corrupted; (v) any injuries, losses, or damages of any kind arising in connection with or as a result of the prize, or acceptance or possession, or use of the prize, or from participation in the Raffle, or (vi) any printing or typographical errors in any materials associated with the Raffle.Sponsor reserves the right, in its sole discretion, to suspend or cancel this Raffle at any time if a computer virus, bug, cyber-vandal, or other technical problem corrupts the administration, security, or proper play of the Raffle.

By Participating In The Raffle

Participants agree to release and hold Sponsor and the employees, officers, directors, agents, and representatives of Sponsor; affiliates; advertising, promotion, cagers, and fulfillment agencies; and legal advisors, harmless from any kind of losses, damages, rights, claims, and actions of any kind in connection with the Raffle or resulting from acceptance, possession, or use of any prize, including without limitation, personal injury, death, and property damage, and claims based on publicity rights, defamation, or invasion of privacy.

Winners List and Rules & Regulations

To obtain the name of the Raffle winners send a request along with a self-addressed, stamped envelope (Washington and Vermont residents may omit postage) to: PO Box 276770, SACRAMENTO, CA 95827-6770. Requests must be received by 30 JAN 99. To obtain a copy of these Rules & Regulations send a self-addressed, stamped envelope (Washington and Vermont residents may omit postage) to the address mentioned above.

How To Enter When You Donate

Suggested donation is $25. You may donate up to $200; for each $25 you will be entered into the raffle once.Limit eight tickets per household or group. Nor Donate To Enter Or Win

You need not be present to win. In lieu of an Entry Form containing a donation, you may obtain a Decline to Make Donation Entry Form by writing to: DECLINE TO MAKE DONATION RAFFLE ENTRY FORM, NPI 1999 Porsche Carrera Raffle PO Box 276770, SACRAMENTO, CA 95827-6770. Use a business size envelope and include a piece of paper, legibly bearing your name, date of birth (you must be 18 years or older) address, e-mail address, phone number, and signature. State on such paper that you decline to make a donation to NPI. Include a self-addressed, stamped, business size envelope ("SASE"). Washington and Vermont residents may omit postage on their SASE. Each request must be mailed separately. Limit one request per envelope. While the supply lasts, NPI will mail to you your free Decline to Make Donation Raffle Entry Form. Free tickets defeat the charitable fund raising purpose of the raffle and are not encouraged by several States. NPI is not responsible for late, lost, misdirected, mutilated, or postage due entries, or request for entry forms.

The Prize, Date, Time, And Place Of The Raffle

NPI will raffle off one Porsche Carrera for each 10,000 entries it receives. By mail, NPI will confirm to the entrant, the receipt of donation, the entry, send appropriate raffle number, (one for each $25 donation) and announce the date, time and place of the appropriate Raffle drawing. If, in NPI’s sole judgement, it has received too few entries, NPI will promptly return all appropriate donations. NPI may hold a Raffle in which the prize shall be 50% of the donation NPI received for such Raffle. Such prize shall be paid in cash to the winner. If a 1999 Porsche Carrera is the raffle prize, NPI reserves the right to substitute $70,000 in cash for the raffle prize. A raffle winner does not have the right to substitute cash for the Porsche.
